Description :
Chad is among the countries with the lowest human development in the world (ranked 171st out of 177 according to a UNDP report of 2006). This development is seriously hampered by a very difficult access to energy: electricity tariffs averaging 50$/kWh and an energy supply dominated by firewood (96.5% of the total energy consumption of the country) harvested in overexploited forests.

Overall objective :
The project aims at improving the conditions of life of Chad’s population through better access to energy and essential services, lowering of electricity tariffs, creation of income and employment generating activities and reduction of environmental threats, especially deforestation, all of these through a more efficient action of the Ministry of Mines and Energy (MME).

Description of the Actual Services Provided 1) Draft energy development strategy in Chad
In collaboration with UNDP (SURF programme) and the World Bank (PRSEEE project), the consultant will conduct an in-depth analysis of all energy fields and the impact of their development on poverty reduction. A few short term bankable projects will be suggested, as well as a roadmap for the next 5 years including these suggestions.

2) Preparation of tendering documents for the detailed energy development strategy and technical assistance
To further refine the national energy development strategy, the consultant will evaluate the expertise needed and will draft Terms of Reference and tendering documents. Capacity building will be provided to the Energy Department of MME for the monitoring of this study.
