Description :
The project concerns 4 countries : Morocco, Tunisia, Egypt and Jordan/Lebanon.
These countries from the Mediterranean basin have an important potential in industrial development and therefore their energy need will increase. In the current energetical context, there is necessary to implement a policy in energy efficiency to achieve sustainable development.
The trends choosen by these countries are numerous :
- Constraining policy in Tunisia where the manufacturers are obliged to submit to audits in energy efficiency. But the government suggest them incentive measure as financial support
- liberal policy and beginning of an environmental regulation in Morocco where the projects in energy efficiency are the result of a voluntary approach from the manufacturers.
- policy for strategic trend and durable development for the renewable energy and Energy Efficiency in Egypt, but the industrial field is a little concerned by the measures on the spot today.
According to experience in Morocco, the results concerning materialized projects are not always equal to the energy saving expected in the studies. This fact is due to the regulations in the country as well as the economic aspects such as the firm management and the financing of the investments.
The purpose of this process is to set up financial mechanisms in each of the 4 countries in order to foster the projects concerning energy efficiency in the industrial field.
To reach this aim, we rely on local financial structure, a priori banks through partnerships within the framework of the project. It will study very precisely the constraints in each country in order to adapt the financial mechanism to the specific national context.

Description of the Actual Services Provided 2 stages :
1. to write the frame document of the regional program that define the action framework under consideration at the regional level,
2. to design national projects (definition of the procedures and formulation of the specific objectives) and to draft the project documents. Morocco is the first country where this stage will be implemented : a programme to support effectiveness concerning water consumption and energy efficiency supported by the GEF and the FFEM is in hand by the end of the year 2007
