Description :
Cleaner energy or energy associated with greater environmental and social soundness has a high potential for contributing to sustainable agricultural growth, poverty reduction, and rural development. However, in practice, effective integration of energy and agricultural sectors to reduce poverty through cleaner energy systems is constrained by several barriers. PACEAA seeks to contribute to poverty reduction in Africa through improved agro-based cleaner energy planning and implementation.

Specific objectives of the project are:
(a) to identify policy, regulatory, and commercial barriers that are currently restricting the uptake of cogeneration and renewable energy systems from agro-industries in selected countries, and to propose ways of overcoming these barriers;
(b) to develop detailed policy and regulatory guidelines and incentives for adoption of cleaner energy from agro-industries into rural electrification programmes as well as incorporate the packages into local rural electrification plans;
(c) to enhance local and regional capacity of public institutions, private sector (financial institutions, agro-industries, rural stakeholders) for the effective utilisation of cogeneration and other cleaner energy systems from agro-industries in the rural electrification process, and
(d) to promote rural electrification packages for financing by rural electrification funds/ agencies and dedicated donors.

PACEAA aims to accelerate the pace of integration of energy and agriculture sectors leading to poverty alleviation.

Description of the Actual Services Provided The above objectives will stem from the development of four concrete rural electrification plans being developed by IED in:
• Nandi Hills, Kenya;
• Mulanje, Malawi;
• Giciye, Rwanda;
• Tukuyu, Tanzania

The four projects are located in areas wherein feasibility studies are being drawn for small hydro power development under the Greening the Tea Industry in East Africa (GTIEA) project: the idea being that the power generated from the SHP will benefit tea factories and rural communities alike.

The rural electrification projects will be drawn and financing sought for their realization from rural electrification agencies, bilateral agencies, funds, tea industry, local community, charities, etc. The project works hand in hand with the tea industry and national institutional bodies.

As part of the project a set of workshops will be organized on the following topics:
1. Least Cost Rural Electrification Design (IED)
2. Rural Electrification Planning Tools (IED)
3. Implementation Models (UNEP RISOE)
The project started in 2008 and will terminate in 2010. The project is coordinated by UNEP RISOE. PACEAA is a partners project to Greening the Tea Industry in East Africa (GTIEA) managed by EATTA and Cogen-Africa managed by AFREPREN.
