Description :
In order to face challenges due to limited domestic energy resources and the need to improve its economy competitiveness, the Government of Morocco has carried out for the last ten years reforms in the energy sector (introduction of private sector in the electric distribution, development of electric production from private capitals, etc.).

In order to support these reforms, the Government of Morocco requested assistance from the World Bank for the development of the energy sector. Considered reforms address various issues as energy security, economy competitiveness and social and environmental sustainability of reform measures. It was beforehand decided to conduct a reflection on the regulatory framework ruling the promotion of renewable energies, in order to speed up the development of these energies and to make it in compliance with liberalization measures of power sector that the government will put in place.

This study is part of this process of sectorial reforms and contributes to the formulation of development policy measures for renewable energies in Morocco.

2. Analysis of the existing regulatory framework and of the implications of the liberalization project of power sector
3. Analysis of existing regulations in other countries with similar specificities
4. Definition of needs in terms of legal and regulatory framework
5. Identification of institutional needs meeting regulatory and legal needs, as well as setting up a public-private partnership policy.
