Description :
With the ambition to adapt the ECOWAS/UEMOA White Book into a national strategy, the Burkina Faso, through the Energy Department (DGE) of the Ministry of Mines, Quarries and Energy (MMCE), developed a methodology based on the identification of energy needs in each region of the country. The objective was to develop “regional White Books”, whose conclusions will be synthesised into a unique document, the National White Book.
This approach was implemented within the framework of MEPRED project (Mainstreaming Energy for Poverty Reduction and Economic Development), co-funded by the European and Danida and implemented by the DGE between May 2007 and June 2009. This planning activity was carried out with IED assistance. Two main issues justify this regional and participative approach:
- The review of the Strategic Framework for poverty reduction (CSLP), operated at regional level
- The transfer of capacities to local authorities in the decentralisation context
In order to make the approach perennial, IED provided technical assistance to the 2iE for the set up of regional training sessions focusing on energy services access planning. The objective was the appropriation by local actors and decision makers of tools developed within the framework of MEPRED project. Indeed, although it is still not decentralised, the MMCE plans in the foreseeing future to rely on those regional entities to implement its activities towards development of energy services access.
