Within the framework of the modernisation and management of the French Government properties and the setting up of the “Grenelle of environment”, (commitment of the French Government toward environment protection) the Region of Alsace launches a study on its public buildings. In a first step, the plan “exemplary state” aims at realising the objectives of the national strategy: greenhouse gases emissions reduction by 75% within the next 40 years with an intermediary step of 50% within 10 years and reduction of the primary energy consumptions by 40% within 10 years. In region Rhône-Alpes (LYON) 40 sites are audited, 330,000 m ²: ministerial sites (finances, sustainable development, Education, justice), prefectures, Police, Detention centers. In region Alsace (STRASBOURG), 30 sites 170,000 m ² with the same typology are also audited The study consists in 3 steps : - Description and qualification of the sites from the point of view of their energy and environmental performances - Description and qualification of the sites from the point of view of their general state and of their compliance to fire protection, heating insulation, lifts and asbestos regulation - Establishment of a global and coherent program of renovation for the whole building set. The proposed program shall show how to reach the objectives of energy consumptions and GHG emissions reduction in the 10 and 40 years horizons while respecting the compliance and the durability of the building, i.e. the maintenance and the conservation of the existing buildings. |

| Description of the Actual Services Provided | The assignment realised by IED consisted in carrying out the buildings energetic audit: air conditioning and heating systems. The present energy performances of the outer shell and of the heating and air-conditioning systems are estimated. The management of the building and of the installations are also assessed and recommendations for their optimisation are proposed. Technically feasible solutions at the date of the study allowing the amelioration of performances are sought and proposed. They are aimed at satisfying the objectives GHG emissions and energy consumptions reduction. The recommendations made in the framework of the energetic audit are confronted with the recommendations done in the framework of the building maintenance mission. A program covering both aspects : rehabilitation and energy performance amelioration is proposed for each site. |
