Description :
The purpose of this project was to provide technical assistance to the Ministry of Energy of Burundi for the development of an Energy Policy and Energy Strategy in :
* Evaluate the potential for energy efficiency in each sector and assess the national gains of introducing such initiatives
* Identify the best placed actors to put in place a policy dealing with Energy Efficiency and DSM.
* Identify the regulatory, economic, technical and financial challenges

Description of the Actual Services Provided The methodology used included the following phases:
* An inception phase consisting in the identification of the existing human and documentary sources of information about the energy sector, contacts and meetings with MEM to precisely define the contents and methodology of the study
* An analysis phase consisting in a full understanding of the energy sector problems through scrutinizing documents and discussing with the relevant actors, (ii) setting up a systemic approach by identifying the sectorial and sub sectorial objectives, the main stakeholders interested in achieving the objectives, internal and external positive and negative factors that can impact on the objective fulfilment and are out of the stakeholders’ interventions.
* A policy phase completing the systemic approach through proposing realistic targets that can be assigned to the objectives and the rules and constraints that national actors must obey concerning the environment, legal, institutional and financial constraints, and international existing projects and commitments.
* A strategy phase with investment plan, presented and sorted the optimised combination of potential actions through a large consulting process and a general workshop.
