Senegal has set the goal of achieving universal access to electricity by 2025. To reach this goal, Senegal has created a Coordination and Supervision Unit (SCU) of the Universal Access Programme, as well as a Steering Committee. The SCU is composed of representatives of all structures implementing electricity access projects. The Technical Assistance entrusted to IED has two main objectives: • Support the implementation of UAP management tools • Strengthen the capacity of the Ministry and SCU structures |

| Description of the Actual Services Provided | Technical Assistance should, among other things : • Involve the SCU in the operational and financial planning of the Universal Access Programme • Establish a performance management framework • Support the establishment of a monitoring and evaluation framework for the UAP • Set up a manual of procedures accompanying the project management tools, and the coordination of structures • Train the Ministry and SCU structures on issues related to access to electricity: geospatial planning of rural electrification, optimization of electrical and mechanical sizing of networks, economic and financial analysis of rural electrification projects, development of productive uses, smartgrid, etc. |
