Description :
The objective of the project is to provide an accurate, reliable and flexible energy sector modelling tool to the Cambodian Ministry of Economy and Finance and Ministry of Mines and Energy to support energy policy development and decision making. The tool will be used to test different scenarios and carry out sensitivity analyses to assess the economic relevance of various energy policies in terms of cost of energy and power generation, depending on the energy mix, energy security, and impact on climate change and the environment.

Description of the Actual Services Provided IED is partnering with Artelys on this assignment to deliver a modelling tool adapted to the MEF’s requirements and develop four multisectoral energy scenarios to 2050. Artelys is responsible for the development of the tool, and IED is responsible for development specifications for model adaptations, output structure, and developing, testing and analysing the scenarios in collaboration with MEF. There is also an important capacity building component to the project.
IED will accompany MEF and MME in learning to the autonomous use and update the model and assess outputs, and in including multi-energy modelling in inter-ministerial decision-making processes.

Main deliverables :
- Excel-based energy sector model to 2050 covering 10+ sectors of the economy, including a merit order calculation module (Python-based)
- User documentation and databook
- 4 energy sector scenarios to 2050
- Strategic Policy Memo interpreting and drawing conclusions from modelling results
- Training sessions and stakeholder workshops in support of the capacity development programme
