Description :
The study,sponsored by the Ministry of Energy's Project Coordination and Management Unit (UCM), aims to provide decision-making tools for the electrification of twenty-one provincial leaders in the Democratic Republic of Congo. The objectives are :
(i) to identify technical solutions aimed at accelerating and intensification at the lowest cost of the twenty-one chief-place;
(ii) to analyse,on a case-by-case basis, the conditions of profitability and viability attached to each of these projects;
(iii) to produce formulas that can attract and involve the private sector in financing and managing proposed infrastructure;
(iv) to identify or recommend,in each capital, activities that consume electricity and create jobs, such as to ensure the increased profitability of the planned investments
Description of the Actual Services Provided To achieve these goals, IED carries out the following tasks for the chief-place :
Task 1: Data collection and analysis - this work identifies energy (solar, hydroelectric, biomass) and socio-economic (development of domestic and productive uses);
Task 2: Estimating current and forecast demand - based on field surveys, it is a question of predicting energy and power needs by 2041 according to the type and number of customers projected (households, SMEs,industrials, utilities, etc.). ;
Task 3: Technical design of the production system and the network - this one focuses on the identification of locations for production units according to geotechnical, hydraulic and climatic parameters, and on the otherhand, on the type of equipment possible and their sizing;
Task 4: Economic and financial analysis - this task aims to establish the costs of installation and operation of each project, as well as their rates of economic and financial profitability;
Task 5: Environmental and social assessment ; A study carried out to identify and mitigate the various negative and positive externalities on the physical and social environment that will host the projects;
Task 6: Specific benefit - a comparative study to recommend the most suitable energy source for all technical, environmental, social and financial parameters;
Task 7: Production of study report and fact sheets by capital;
Task 8: Specific training - for UCM or other staff based on identified needs
