Description :
In March 2009, the kingdom of Morocco defined a new national energy policy implemented by the Government and particularly by the Ministry of Energy, Mines, Water and Environment. It aims at improving energy security, at satisfying increasing demand, and at ensuring fair access to energy at affordable prices for the whole population.
In this context, the specific aim of the budget support funded by the European Commission consists in contributing to the progressive integration of the Moroccan energy market with the European Union market, as well as the progressive integration of Morocco in the electric and gas Euro-Mediterranean markets.

Description of the Actual Services Provided This technical assistance mission has to assist the European Union in the technical follow-up of the program and in its sector-based dialogue with the Moroccan government for the implementation of this program. IED’s involvement includes two annual follow-up missions in 2010 and 2011 and analysis and support of the sector-based policy dialogue, to :
- Follow-up of the implementation of the reforms supported by the program
- Examine the conditions relative to disbursement of the budgetary support
- Review of the achievement of the triggers for disbursement (in particular institutional and regulatory reforms and frameworks)
- Develop scenarios for continuing the EU-MOROCCO partnership in the energy sector and formulate intervention proposals and priorities.
