Description :
The Regional Solar Program (Phases I and II) aims to promote the use of photovoltaic solar energy to improve the living conditions of the Sahelian populations by pumping water, lighting and sanitary refrigeration for conservation medicines in rural Sahel.

The Regional Solar Program (PRS) through its two phases (PRS I and PRS II) implementing photovoltaic solar energy undoubtedly participates in the global development mechanism specific to the preservation of the environment.
This study opens the reflection on the place of the Regional Solar Program vis-à-vis the Clean Development Mechanism of the Kyoto Protocol and small-scale projects. Indeed, certain adjustments to the mechanism are proposed in the context of negotiations after 2012.

The objectives that are set for the study are as follows:
* Define the links between the PRS and the various mechanisms of carbon finance, notably the CDM,
* Improve the knowledge of the actors of PRS 2 on the CDM,
* Improve the capacity of national actors and CILSS to participate in the CDM by giving them information and existing opportunities related to PRS type projects,
* Make available to national stakeholders and CILSS relevant tools and approaches allowing them to be involved in the CDM and similar processes existing at global level.

Description of the Actual Services Provided 1. Selection of an approved emission reduction assessment methodology for small-scale projects (simplified methodology), and appropriate for the problem of solar pumping
2. Establishment of reference situations and estimation of credits for reduction of CO2 emissions potentially attributable to all the projects developed thanks to the PRS (1 and 2), definition of procedures and documents to be used for monitoring.
3. Economic evaluation and identification of barriers to the diffusion of technology
4. Analysis of the contribution of the PRS to the CDM Sustainable Development Criteria and participation of the populations
5. Taking into account the international development of the CDM: development of an information note on the PRS / CDM links
6. Definitions of the methodology to be followed for the registration under CDM of PRS type projects
7. Presentation of the study results during a regional workshop bringing together program stakeholders (authorities of CILSS member states, national coordinators, CILSS and representatives of European Commission delegations).
