Description :
The NESAP project is in line with the 2012 Economic and Social Development Plan launched by the Nigerian Government, which aims to increase the universal access rate to electrical service at least 60% in 2027.

Through solar photovoltaic hybridization work on existing diesel plants that will increase the electricity generating capacity of 9MW, 29 localities far from the national grid will benefit from better access to electricity, reduce diesel consumption, improve the quality of electricity service, and increase access to electricity for currently unserved households and businesses.

IED has been commissioned to provide technical assistance to the public electricity company NIGELEC.

Description of the Actual Services Provided 1 / Assistance in the tender process:
• Establishment of market organization procedures;
• Validation of tender documents (review of technical studies documents and administrative documents);
• Analysis of technical and financial offers, selection of selected offers, negotiations, drawing up of contracts and procedures for entry into force of contracts.

2 / Accompaniment, control and supervision of works:
• Project and stakeholder coordination, implementation of organizational procedures (exchanges, controls, supplies, quality control of works), institutional, administrative and financial management of the project;
• Review and validation of execution studies (production plants, low and medium voltage lines, public lighting equipment) and implementation procedures (planning, subcontracting, supply, storage, safety and environment) ;
• Control of civil works, production-storage-piloting and distribution (definition of procedures, monitoring of site execution, control of means, compliance, receipt of works, reporting).

3 / NIGELEC capacity building and post-project assistance:
• Development and provision of tools for operating the equipment (operations manual, maintenance manual, provisional planning of activities, operating tools, definition and monitoring of multiple indicators, including performance);
• Definition and animation of training workshops at all stages of the project;
• Regular site inspections during the warranty period prior to final acceptance, plant sustainability investment recommendations, reporting.
