Description :
The consortium helped the Renewable Energy Department in:
(i) establishing ties with SHS manufacturers and suppliers, and setting up a SHS and solar appliances demo center in the offices of ORED at NEA headquarters in Quezon City;
(ii) creating contact with the Corporate Social Responsibility (CSR) units of power companies and utilities in the Philippines;
(iii) supporting overall structuring of program implementation and monitoring as well as coordination with PV Mainstreaming stakeholders, especially DOE (the program owner), LGUGC (the PVM program manager), and the World Bank and most importantly
(iiv) providing assistance to electric cooperatives (ECs) that have entered the PV Mainstreaming program, including assistance in formation of EC SHS units, pre-marketing assistance, and customer identification

Description of the Actual Services Provided Activity 1: Review of National and International experience
Activity started right at the beginning of the project, during the inception phase, in order to bring these elements for discussion at the inception workshop valuable inputs for detailed discussion and review of the work program and outputs.
Activity 2: Dialogue with solar industry, Product and Company accreditation
This activity builds on the lessons learnt from the pilot phase. Main outputs of this task are consigned in the interim report and presented at the interim workshop.
Activity 3: Deployment Strategy Support to structuring of PVM - DOE / NEA/ LGUGC / EC roles
1. Planning and service / tariff regulation at Department Of Energy (DOE) level and the RE4RE GIS platform regarding areas for deployment of PVM
2. Role of NEA Office for Renewable Energy Development (ORED) in supporting EC PVM units, especially for the weaker ECs.
3. Deployment of Solar kits - suggested approach for ECs
4. Procurement, acceptance, installation, inspection and payment for SHS – role of LGUGC and ORED
5. Post installation: roles of ECs and of Installers
Activity 4: Establishment of a SHS Demo center - for awareness raising, outreach and training

1. Target audience and purpose of the Demo Center
2. Selection of relevant products and suppliers
3. Description of the design of the Demo center at ORED and its functionalities
4. Evaluation methodology and tools
5. Capacity Building

Activity 5: Potential role of CSR units of private power companies and utilities
The approach consisted in contacting with a questionnaire and listing potential CSR programs, a Review of past CSR programs having supported PV SHS and suggest mechanisms by which CSR programs may associate with PVM
