Description :
ESSOR is an ambitious programme of hybrid solar mini-grid projects targeting areas of at least 100,000 people in the Democratic Republic of Congo.
The overall programme, supported by the UK Department for International Development (DFID), aims to deploy up to 30 projects through a private sector tendering process.
IED is in charge of carrying out pre-feasibility studies on technical plans & demand forecasts for 3 cities:
o Gemena: capital of South Ubangi Province
o Isiro: capital of the new province of Haut-Uele
o Bumba: locality of Mongala province

Demand forecast
o Field surveys
o Demand analysis and forecasting of detailed demand by consumer category

Technical assistance
o Analysis of Potential Site Locations of PV Hybrid Power Plants
o Dimensioning of hybrid systems
o Network studies
o Technical support in the tendering process

Drafting of Tender Documents, specifications and technical assistance for the finalisation of the concession contract
o Drafting of technical specificiations
o Technical assistance for the finalization of the concession contract
o Review of the feasibility studies carried out by the concessionaire and assessment of the impacts on the technical and economic characteristics of the projects.

Description of the Actual Services Provided ED provides technical assistance throughout the pilot phase to award concessions.
- Identification of potential sites for the construction of solar powerplants,
- Assessing, analyzing and forecasting demand over the entire concession period,
- Technical assistance regarding the prefeasibility of mini-networks, including the framing of the distribution system (mapping, length, low and medium voltage lines) and the identification of major technical problems, constraints and environmental impacts.
IED is pursuing its assistance in the development of technical assumptions to be used in each project financial model, in the development of the standard concession contract (covering both generation and distribution), in drafting technical requirements for the tendering process and in evaluating/selecting candidates and support for the finalisation and signature of the concession contract with the selected operator.
