Description :
The study is aiming to support energy sector policies and initiatives towards ensuring reliable and cost efficient energy services for social and productive use, rational and efficient use of energy, and energy conservation. Encourages development of available energy resources in rural off-grid areas and increased contribution of renewable energy sources in the national energy balance.
The overall objective of this assignment is to provide the Rural Energy Agency (REA), with an up-to-date tool for planning and implementation of rural energy provision meeting target set in the National Energy Policy, National Strategy for Growth and Poverty Alleviation (MKUKUTA) and Sustainable Energy for All (SE4ALL) goals. The plan is also aimed at exploitation and utilisation of renewable energy sources for improved energy supplies in the country.

Description of the Actual Services Provided The tasks undertaken by IED to ensure a comprehensive Rural Energy Master Plan included:
a) Review of previous related documents; but not limited to; Power System Master Plan Studies, Rural Electrification Studies, TREEP, Sustainable Energy for All;
b) Determination of current energy needs, sources and their characteristics;
c) Establishing socio-economic characteristics linked to energy needs and supply of the rural communities;
d) Based on GEOSIM demand analyst module establishing annual growth in energy and forecast for future demand;
e) Determination of possible sources and potential for energy supply to meet the established current and future demand;
f) Implementation of technical and market designs including solutions to incorporate maximisation of energy supply in rural areas with special emphasis to the poor with teh help of GEOSIM software;
g) Application of “light handed” regulation of technical standards and practices;
h) Rural energy supply market assessments and business model simulations;
i) Technical designs, drawings and material specifications that will generate energy;
j) Prepare maps showing distribution of energy potentials (wind, solar, biomass, hydro etc); and
k) Financial estimates to implement the plan.
