Description :
The consortium Service Public 2000/ IED was required by the Ministry in charge of Equipment, Urbanism and Energy and Transport (French Polynesia) to audit the power production, transport and distribution concession in French Polynesia.
This mission consists in :
• Realize a synthesis of the audit papers done by the Power Regulation Commission (CRE) and by different Chartered Accountant cabinets ;
• Propose complementary investigations with the view of a mission in Polynesia to assist the government in its negotiation with EDT to obtain a lower power costs for the subscribers and more integration of renewable energy in the energy mix in Polynesia ;
• Make an audit of the power system of Polynesia (production, transport and distribution), on Tahiti island and the Islands.

Description of the Actual Services Provided IED was in charge of the technical aspects of the mission :
• draft the technical-economical elements of the audit paper about the power grid in Polynesia and the reflections to direct the power production, transport and distribution to the best practices in the sector ;
• present and write a synthesis of the major critical points to be negotiated with EDT and contribute to the preparation of negotiation meetings ;
• propose a detailed complementary investigations methodology for a future mission.
