Description :
The study is carried out in the framework of rural electrification program implemented by the Senegalese Agency of Rural Electrification (ASER) for the Government of Senegal. The overall objective is to give access to electricity to 60% of the rural population by 2016, while this percentage represented 8% in 2000, 16% in 2006 and 25% in 2012.

The strategy of implementation is based on the allocation of rural electrification concessions to private operators selected at the end of an international tender.

The specific objective of this study is the elaboration of the presentations of the concessions and of the managing tools needed to launch tendering process for the two concessions.

Description of the Actual Services Provided Before launching the tendering process, the followings information needed to be available and validated by the ASER:
- Socioeconomics indicators baseline,
- State of the art of the electrical services in the concession area,
- Electrification market study and definition of supply targets,
- Choice of technical solutions and investment plan,
- Economic and financial analysis,
- Financial plan of the concession.
IED had to supply:
- The final document presentation of the rural electrification concessions
- The business plan developed on the software package "Matilde",
- A database of the surveyed households and surveyed villages,
- The village plans in digital format;
- The software and the equipment acquired by the consultant for the financial study.
