Description :
Traditional hammams are basic services in everyday life of the Moroccan society. In 2012, there were about 5.000 hammams, representing 100.000 employments; they consume 15% of the firewood production.

To respond to changes in Moroccan society in terms of social and environmental constraints, as well as in terms of pollution reduction, traditional hammams shall adapt themselves to new standard while remaining accessible to all population groups.

In last few years GERES has carried out two pilot projects in partnership with the Centre for Development of Renewable Energy (the former CDER, now part of the National agency for the development of renewable energy and energy efficiency), the hammam owner's professional associations and the NGO "Planette bois" as technical partner. The projects have demonstrated that improvements of boilers’ efficiency as well as the management of domestic hot water have a positive effect on the environmental and economic assessment.

In line of this approach, the GERES submits to the FFEM a project aimed to develop a «traditional sustainable hammam" labelling which is based on the massive implementation of energy efficiency measures and the use of sustainable wood resource.

The FFEM procedure requires the completion of a feasibility study and then the drafting of an Engagement Project Note. IED is recruited for this mission. The work is done in close collaboration with the GERES, FFEM and the French Ministry of the Sustainable Development and Environment.

Description of the Actual Services Provided 1. Detailed analysis of the concept of the project submitted by the GERES
* Studying the feasibility of the project described in the Project Identification Fiche;
* Proposing an extended concept of energy efficiency in the hammams through a program approach that includes down payments to voluntary demonstration projects on energy efficiency improvement of hammams as well as the necessary accompanying measures.

2. Assistance to project implementation
Identification of project stakeholders: institutional, professional and private companies;
* Drafting of main project documents (Project Organization, Calendar, draft model contracts between partners, Budgets - 2.6 M €, co-financing FFEM, GERES and hammam owners)

3. Assistance to GERES to draft the Engagement Project Note to be submitted to FFEM.
* Technical support on the content and rationale of the project
