The EDG was launched in 1990 based on an idea suggested by IED to ADEME at a small nucleus of engineers and economists-researchers in relationship with Ecole Centrale de Paris, CNRS and Ecole des Hautes Etudes (CIRED)
Description of the Actual Services Provided The role of IED was :
* to assist research work on a number of subjects such as energy in Morocco, energy policy in India, decentralised electrification in Africa,
* organise specialised seminars with the participation of field or research workers from the North and South,
* publish a bulletin on specific subjects and disseminate it to a targeted group of decision makers in developing countries, in industry and funding institutions.

The group functioned intermittently for 6 years. With its help around ten research workers were brought together and five seminars organised (India, History of Electricity...)
Six issues of the bulletin (containing about thirty articles) were published and distributed to 300 professionals on the following subjects :

* Rural Electrification in Developing countries
* Demand for Rural Electrification. Off grid electrification
* Energy Transition in Developing countries
