Description :
The European Commission provides within the framework of the Lomé Convention, considerable financial support to regional development projects in the Sahel countries, in particular through the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS).
The primary objective of this study is to provide a general survey of EC/CILSS co-operation through a critical analysis of activities and results concerning all the projects implemented to date mainly the ones listed above.
The overall strategy of these projects was analysed making it possible to pinpoint and identify in each case the regional characteristic of a project, its complementarily with others, the requirements to be met for achieving continuity with future projects.
The second objective was the development and installation of a regional project monitoring and follow-up mechanism. It should serve as database for current projects and help streamline the financial and technical objectives of medium term projects (1 year).

Description of the Actual Services Provided This study concentrated essentially on the following projects ; a photovoltaic pumping programme -PRS- (830 pumps, 34 million Euros), the replacement of conventional fuel with butane in urban areas -PRG- (8.2 million Euros), training and information on environment in primary schools (10 million Euros), micro-reforestation activities (4.2 million Euros), information grain production both for early warning purposes and grain sector planning (10 million Euros).
Recommendations were drawn so as to facilitate/accelerate the implementation of these projects.
This study is to be viewed as part of the European Commission's and ACP countries' in depth analysis of the impact of regional co-operation.
