Description :
The Non Governmental Organisation Migration & Development (M&D) carried out between 1986 and 1996 the electrification of 67 villages in South Morocco by mini-grids powered by gensets.
M&D developed an electrification approach based on:
* effective participation of the village community in the electrification process, within the creation of a village association, in charge of the management of the whole electricity service,
* the connection of all families, with special support / financing for poor families,
* adaptation of standards and users needs,
* utilisation of local skills for the implementation of the execution of work.
The objective is to generate development activities at the village level, thanks to structures and management modalities created by the electrification project, and the provision of energy. These actions are co-financed by end-users (village people and emigrants), for 35 to 60 % of the total cost ; and the balance by development organisations ; by the government of Morocco which allows a duty free for the imported hardware.
The evaluation of these actions aims at establishing a diagnostic of the situation, highlighting the strong and weak points of M&D approach and defining the basis for replication.

Description of the Actual Services Provided IED’s activities, in the frame of this study, consisted of :
* Creating and launching surveys in 27 of the villages electrified by M&D (survey on the functioning mode of the Village Association, on the functioning of the gensets, on the financing, payment for energy, on the end-use equipment),
* Analysing of the surveys, with regard to financial and technical sustainability and spin-off effects.
* Meeting different key actors of this electrification programme (in France and Morocco),
* Making recommendations for the sustainability of activities and potential for future replicability.
