Description :
The project aimed at defining and promoting replicable mechanisms and gearing up for large scale development of decentralised rural electrification through the implementation of an operational COSUDER (Support Committee for the Development of Rural Electrification) in Mali, and the definition of a similar frame for Burkina Faso.
Generally speaking, there is a great variety of DRE actions. The issue at stake is to reproduce them at a large scale, through specialised organisations. The project aims at, through actions at several levels, promoting instrument, mechanisms and frameworks which can be replicated in order to make the COSUDER operational. The COSUDER will have to support rural communities in the definition of their electrification projects, to advise them in the adoption of sustainable operational modalities, to mobilise funding for the installations, and to co-ordinate the relations with Energie du Mali (EDM).

Description of the Actual Services Provided In the frame of the project, IED ‘s main responsibilities are :
- to review the energy sector institutional and regulatory environment,
- to define and implement an information system for the COSUDER,
- to define the methodologies and standardisation of the support actions (technical, financial and organisational aspects)
- to beneficiary communities (including the immigrants associations in France),
- to identify the needs in terms of human resources adapted to the profile of COSUDER activities,
- to implement the procedures on real life project.
Moreover, IED is involved in the activities aimed at the launching of a COSUDER in Burkina Faso : identification of the actors, review of the institutional and regulatory environment, definition of the COSUDER – Burkina Faso structure.
