Description :
IED's evaluation of the grid extension program in the suburban areas of Nouakchott highlighted economics gaps and opened perspectives to increase grid profitability. Following this study the Mauritanian utility, SONELEC, asked IED to implement the organization scheme forecasted in the precedent study, associating grid extension actors and commercial services.

Description of the Actual Services Provided A strong point for the rationalization of the investment, and their optimization was the implementation of District Information System (« Système d’Information Quartiers » (SIQ), rapidly controlled by the executives and agents of the SONELEC. This SIQ is a living database (updated easily) giving tables for electricity penetration, service level, and financial result of the distribution.
For the commercial agents, this system allows a systematic approach of the potential clients, and allows also dynamic tariffs for the connections.
For the grid forecasting agent, the system facilitated the choice of the highways and ramification to connect a maximum of new client, allowed to determine the organizations’ work in a strict and objective way.
For the planning agents, the SIQ is a communication tool for urbanism, a tool for the analysis follow up and for a rigorous appreciation of the load characteristics and ratio (and so, a support to DSM actions).
The rapid acquisition of this methodology by the engineers in charge of execution studies and grid works, and the strong collaboration with commercial services, allow the SONELEC to increase the profitability of those new grids of Nouakchott, and take immediate profit from the know-how in the organization of new grid parts in Nouadhibou, with a reduced external assistance.
