Description :
IED was in charge of the conception and organisation of the international seminar held in Marrakech (Morocco) from the 13th to the 17th of November 1995. The French Agency for the Environment and Energy Management (ADEME) was the secretariat of this seminar, which was the initiative of France as a national contribution to the United Nation’s Commission for Sustainable Development (CSD). It was co-financed by the European Commission, Morocco, France, the UNDP, Germany and the IEPF.
The seminar was attended by a wide cross section of representatives from over 30 Developing Nations - ministries, power utilities, private companies, NGOs, etc.- directly involved in decentralised rural electrification programmes, private operators and funding agencies ( Caisse Française de Développement, the World Bank, the European Commission, German KfW, UNDP, ...) with the objective of:
* exchanging experiences on organisation patterns, financial schemes, pricing of services, management and maintenance of installations, ...
* drawing conclusions on future priority actions required for achieving large scale dissemination, targeted at decision and policy makers as well as financial agencies, both national and international, involved in the power and rural development areas.

Description of the Actual Services Provided IED’s tasks consisted in:
* defining the programme of the seminar,
* selecting participants and framing their papers and talks,
* preparatory discussions with session presidents and moderators,
* contributing to the writing of Recommendations to the CSD,
* preparing seminar proceedings.
IED also prepared for the EC a paper presenting the Commission’s activities in the area of decentralised rural electrification, through it’s various Directorate Generals (for External Relations, for Co-operation, for Research and Development, for Energy).
A paper on lessons learnt from the Marrakech seminar was also written by IED and published.
