Description :
The Volobe hydro electric plant (6,7 MW) commissioned in 1932 supplies the first port of Madagascar, the town of Toamasina (Tamatave).Though the plant was rebuilt with protections after the cyclone of 1956, Volobe was severely damaged by the Honorine cyclone of 1986. It was then rehabilitated with plans for a 2,7 MW extension and added protections against floods. A diesel plant of 16MW, currently under rehabilitation also supplies Toamasina.
Given the current situation of demand for electricity, IED's task was to recommend a decision between a thermal power plant, rehabilitation of Volobe and interconnection with the capital city Antananarivo, by an HV Line of 160 Km

Description of the Actual Services Provided IED proceeded as follows :
* an in depth analysis of the current demand supply situation and load forecast for Toamasina ;
* diagnosis of reference costs and sensitivity analysis of clients to the JIRAMA tariff ;
* a technical audit of Volobe and particularly of civil works ;
* a diagnosis of the thermal power plant ;
* a document based study of the interconnected grid.
IED's recommendations were oriented to the best conservation of current production potential over the coming 5 to 10 years. Given the potential, it appeared that long term developments must be hydro based.
At the horizon of the year 2020, Volobe will be an order of magnitude away from market requirements. An optimal site was identified, "Upstream Volobe". This newly identified site (45 MW which can be commissioned in stages) presents, as a result of preliminary analysis, interesting characteristics.
A preliminary analysis of the Antananarivo grid shows that additional hydro units will have to be commissioned by 2010. IED also undertook a techno-economic analysis of the interconnection line. Based on these elements a phased equipment based on exchanges between the two networks was recommended.
