Description :
The technical audit and capacity expansion assessment of the Nouadhibou power unit follows on from a previous load forecast study of the grid of Nouadhibou city for the years 2000 to 2005 conducted by IED in 1996.
The power unit consists of 4 heavy fuel Pielstick V12 units of a unit capacity of 4,9 MW, commissioned in 1978, rehabilitated in 1988-1989.
Taking into account the use of the units, the maximum available capacity is 11 MW with 3 units, while it was 14,7 MW, at commissioning. The system peak demand is 11,5 MW. Investments and rehabilitation must be programmed to face load development (peak estimated at 18,4 MW in 2005).

Description of the Actual Services Provided This study aims at assessing the situation, recommending rehabilitation actions and comparing those costs to new investments. The following issues will be addressed :
* What is the real state of the plant and the available capacity today ?
* What is the quality of maintenance, and the status of spare parts stocked ?
* Is the limitation of the total power of the 4 groups to 14,5 MW, compared to the 18,6 MW initial rating reversible or not ?
* Is it possible to restore the original capacity, at what cost ?
* For each unit, what is the economically viable level for rehabilitation, compared to new equipment ?
Based on the results of the study and load forecast scenarios, the EIB and SONELEC will decide on orientation of future investments and in particular, envisage an appropriate capacity expansion of the plant.
