Description :
In the Ivory Coast, the electro-mechanical installations in industry and buildings have a high potential for energy savings, particularly for air conditioning, cool and sanitary hot water production. Few projects have been implemented, because of the lack of motivated promoters, appropriate funding and adapted contractual framework.
The study outputs were :
* Identification of the actual barriers, and defining the actions and resources required to create the necessary conditions for the setting up of Energy Service Companies (ESCo) in the Ivory Coast.
* Defining the market for this Energy Service activity, studying the viability of an ESCo, operating along different financing concepts (loans or own capital, leasing or performance based contracts like third part financing – shared savings).
* Working with French – Ivory Coast operators for implementing the first actions. IED has identified a French – Ivory Cost company, SEEE, for the implementation of energy service activities, which has its head office in Abidjan, specialised in installation and maintenance.

Description of the Actual Services Provided Funded by the French Ministry of Industry, the study aimed at the development of a business plan which would lead to business transactions. In case of positive results and clear perspective for the mobilisation of private or public funds (in particular international), IED will continue to be further involved in developing transactions, in collaboration with identified Ivory Cost operators, and in particular SEEE.
A follow on contract was executed by IED in collaboration with SEEE : in the context of the tender for the Abidjan Airport, IED worked out on energy savings options proposed by SEEE to the Airport Authority on a performance contracting basis. SEEE was awarded the global contract.
