Description :
Whereas a global reflection was launched a long time ago around the theme of rural electrification, power distribution in suburban areas was never considered a priority issue. Yet, the issue is of importance, given the growing urban population of developing countries.
In response to this situation, Electricité de France, The Caisse française de Développement and the French Ministry of Co-operation and Development initiated a debate on this subject, with as a starting point some 15 case studies in African, Asian and Latin American countries. A seminar was held in Paris at the end of September 1996 reviewing those case studies. The main conclusion was presented to the Managing Directors of the Electricity Utilities of Africa and Indian Ocean, at a meeting organised by EdF in Paris from the 15thto the 17th Oct. 1996.

Description of the Actual Services Provided IED’s main tasks consisted in:
* Executing case studies for India, Indonesia, Costa Rica, Argentina, Ecuador, Nicaragua: surveys, field visits, information collection, analysis,
* Choosing and presenting the relevant case studies during the seminar of the 30th Sept. To the 1st Oct. 1996,
* Synthesising and presenting the results of this seminar to the meeting of the Managing Directors of the Electricity Utility of Africa and Indian Ocean, from the 15th to the 17 Oct 1996,
* Synthesising the findings and writing the final report :
* Analysing the innovative technical options: pre-payment, collective accounting system, power limitator, etc.
* Analysis of the innovative organisational options: area managers, mobilisation of associations and co-operatives for client administration.
* Definition of a coherent approach for suburban electrification, lessons learnt for the African electricity utility and recommendations.
