Status Analysis of the Regional Solar Programme Definition of a priority action plan for 1997

Description :
The RPS of the European Commission funded the installation of 626 pumping systems and 649 community systems, lighting systems and refrigerators, in the 9 countries of the CILSS, amounting to a total capacity of 1 MWp.
The last procurement contracts of the RPS were signed end 1994 and commissioning of the last solar systems was targeted for the end of 1996. The delays incurred in certain installations require one additional year for consolidation.
In this context, the EC and CILSS decided to undertake a country by country status analysis. This diagnosis is the base for formulating recommendations on priority actions for 1997.

Description of the Actual Services Provided The tasks of IED consist in :
• Organisation of the steering Committee of Niamey, 27-31 January 1997 :
• Establishment of a programme for discussion,
• Preparation of questionnaires for national project managers and their analysis,
• Moderator of the meeting, preparation of end of meeting report,...
• Diagnosis of status of execution of the RPS based on available documents, information collected during the steering committee, completed by field trips in all 9 countries (Burkina Faso, Cape Verde, Gambia, Guinea Bissau, Mali, Mauritania, Niger, Senegal, Chad).
• Synthesis with the RPS co-ordination and priority action plan for 1997.

This programme aimed at solving immediate short term problems but also to lay the foundations for medium term consolidation measures : follow-up of savings issues, monitoring of functioning of water points, excluding at this stage, extension to new sites.
