Description :
The power sector development in Madagascar is mostly based on Hydro power. In total there about 10 hydro plants, the last installed was in 1982, with a total capacity of 100 MW. The growing urban and industrial demand (over 5 % per year) calls for new hydro installed capacity in order not to expand power production from diesel fuel or constrain the growing energy demand. This project aims to select sustainable hydropower investments with focus on private initiatives.

The project will aim to :
• Use the hydropower potential of the "Great Island" ;
• Identify concrete projects, in line with the new institutional framework ;
• Enable French companies to develop adapted approaches to the needs of southern clients and partners.

Description of the Actual Services Provided More specifically the project activities include:
* Discussions with the national electricity utility (JIRAMA) and the Ministry of Energy, to identify about ten concrete projects for which the demand is currently met by diesel power plants, and where hydro sites have been identified.
* In line with JIRAMA and Regulatory Authority planning criteria, selection of 2 or 3 hydropower investment projects.
* Constitution of the investment appraisal report for the selected projects : technical review and analysis of the economic background and of the first elements of financial profitability; clients role and buy back rates (JIRAMA or private).
* Depending on the economic and financial profile of the 2 or 3 projects under study, recommendations will be given on the more adapted organisations and structures ; identification of partners for the investment and exploitation phase, identification of interested institutions to participate directly in the design, or to participate in project execution.
