Description :
 This project represented the third annual external monitoring exercise carried out on the NNE JOULE-THERMIE programme within the Fourth Framework Programme (1994-1998).
The exercise was an independent assessment involving a broad analysis at the general level on the status of programme implementation, rather than an in-depth project-by-project investigation.
The objective was to provide overview feedback on programme development and management, and to give advice on key issues – thus helping to reinforce the establishment of best practices, and to identify and correct any weaknesses.

Description of the Actual Services Provided The following point were specifically addressed :
* efficiency and transparency of the programme management, and internal Commission co-ordination;
* consistency of the selection of projects with the initial objectives and the work programme;
* use of specific measures and support activities, and participation in the programme of firms and institutions from less favoured regions;
* appropriate follow up of previous evaluation/monitoring recommendations;
IED, with the other monitoring expert, carried out its work via meetings and interviews with Commission Officials in Brussels (DGXII and DGXVII), meetings with one another, review and analysis of documentation supplied, and a concentrated exchange of views and analyses between the panel members throughout the exercise, leading to recommendation to the EC.
