Description :
The Department of Minerals and Energy Affairs (DME) of South Africa aims to install non-grid, photovoltaic systems in rural schools. The programme which targets the electrification of 15 000 rural schools, is implemented by the State Electricity Utility, ESKOM, under the South African Government’s reconstruction and Development Programme (RDP). The EC has provided financial support for the electrification of 1 000 of these Rural Schools via PV.

The technical aspect of the project appear to be running smoothly, whereas the institutional and social aspects needed to be reviewed. The objectives of the study was to review all aspects of the programme and formulate detailed recommendations for its improvement.

Description of the Actual Services Provided With these objectives, the main tasks assigned to IED were :
- a critical review of the past actions of the programme implementation at national and regional level. IED’s expert visited a number of installations located in the two regions targeted by the EC project (Eastern Cape and the Northern Province)
- to formulate recommendations for the EC-funded project, including planning, various technical aspects in terms of service and hardware, classification of the role and responsibilities of various institutions involved in the programme implementation, (ESKOM, DME, DOE, EC, …)
- a review of the financial arrangement with a new budget in line with the new activities and new technical design.
