Description :
The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) is seeking technical assistance to develop a consistent regional Renewable Energy (RE) policy to be implemented on national and regional levels in the forthcoming years.
Countries concerned are: Benin, Burkina Faso, Cape Verde, Gambia, Ghana, Guinea, Guinea-Bissau, Ivory Coast, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo
The purpose of this policy is to ensure increased use of Renewable Energy sources such as solar, wind, small-scale hydro and bioenergy for grid electricity supply and for the provision of access to energy services in rural areas enabling:
- Universal access to electricity by 2030
- A more sustainable and safe provision of domestic energy services for cooking thus achieving the objectives of the White Paper for access to modern energy services by 2020.
The specific objective of the assistance was to elaborate on and develop an effective regional RE policy and a related guiding strategy to be adopted by the ECOWAS Council of Ministers. The elaboration of a regional RE policy is the first step towards aligning the regional and national governments´ policy, legislative and regulatory frameworks in a systematic approach. It proposes a portfolio of policy measures, laws, regulations and incentives to be implemented on national and, when applicable, on regional ECOWAS levels.

Description of the Actual Services Provided - Assessment of the national and regional Renewable Energy situation base line, market trends and potentials in each of the 15 countries the ECOWAS region and development of feasible short and long-term Renewable Energy scenarios;
- Assessment of the effectiveness and coherence and gaps within existing national and regional Renewable Energy policies and frameworks. Development of a set of main Renewable Energy policy instruments (regulatory, fiscal, financial and technical);
- Formulation of an ECOWAS regional Renewable Energy policy and a guiding strategy for its implementation. The regional Renewable Energy policy sets indicative targets at regional level that are harmonized with national targets. It proposes a portfolio of policy measures, laws, regulations and incentives to be implemented on national and, when applicable, on regional ECOWAS levels.
- Elaboration of the Training manual for the Regional ECREEE Training Workshop on “National Renewable Energy Policy and Incentive Schemes” and provision of one trainer
