Description :
The “Lomé accords” constitute the context for aid and co-operation between the EU and ACP countries. The EU is currently preparing for the renegotiations of Lomé, under the name of Lomé 2000. As described in the "Green Paper on EU/ACP relations", the new treaty must respond to new needs and new constraints, in the context of a changing world order.

Description of the Actual Services Provided The current proposal describes a study designed to propose policy options and policy tools for the energy sector, which the European Union could consider for presentation within the Lomé process. Other work has permitted the writing of policy papers for the transport and water/hydraulic sectors.
* Synthesise policy objectives, by analysing EC papers, the major comments on them, as well as EU member nation policy documents, in order to synthesise the major policy objectives of the EU for development aid in the energy sector.
* Analyse existing programs and tools
* Consult resources for relevant experience
* Formulate proposals for policy tools and programs, the experience collected will be analysed in terms of the policy objectives of the EU for aid in the energy sector.
