| Description of the Actual Services Provided | The aim of the project is to improve energy and water efficiency of the industrial units which will generate improved competitiveness and in addition reduce pollution emissions. A certain proportion of the financial savings generated will be directed to a social and environmental fund that will serve as a financial leverage for projects aiming to improve living conditions of shantytowns in the surrounding areas including a resettlement programme. With regards to the improvement of the water and energy efficiency of the industrial units, the study considers different types of operation : (i) those that are technically simple and that do not requires important investments and that could therefore rapidly contribute to a social and environmental fund; and (ii) those that will necessitate heavier interventions, that will require formulation of financial and organizational frameworks in which the service company brings a global service covering technical and financial aspects and the guarantee of performance, including a maintenance contract. The development of these services will generate new activities and employment. Project definition implies the following tasks : * Estimation of market potential and potential Energy Service Business, * Proposing a project organisational structure, * Developing model performance contracts. The objective of this first phase is to determine the market potential, to establish the interest for a social and environmental fund, to pre-identify private operators as well as to confirm in its contours the institutional and organizational feasibility of the project. |
