Description :
The Senegal River Development Organisation (OMVS) is a sub regional organism gathering three between the four countries that cover the Senegal river basin, that is to say Mali, Mauritania and Senegal. Its objective is the coordination of the Senegal river development, and the fair sharing of its resources.
The OMVS energy constituents is very important. A 200 MW communal power plant (Manantali) is open in 2001-2002. Trough a finished sub regional grid, the Manantali energy (800 GWh/year) reach the three capitals Bamako, Nouakchott and Dakar. This system will be partially reinforced by two other hydro power plants of whom the study is being finished (Felou and Gouina).
The EFER terms of references aims at a rural electrification investments efficient approach up to 2020, in the river basin : market analysis, Manantali system economic ramification, comparison of the actual and potential energetic systems, selection of the relevant electric systems, articulation between the national and regional, institutional and financial recommendations.

Description of the Actual Services Provided IED, as the project leader, managed the different following tasks :
* A village data base and a geographical information system specifically developed (2900 villages ticked off on a map)
* An inventory and statement of state of repair of the energy sector in the three countries, national and regional elements (urban and rural markets development and institutional context)
* Analysis of the rural electrification logic (services objectives, planning and local regulations, rational uses, renewables integration, norms adaptation…)
* An economic evaluation model of comparison between each energy systems, under the form of a user-friendly spreadsheet designated as “EFER model”
The following conclusions have been brought out :
* In the economical conditions of the study area, the isolated systems powered with diesel groups, at the scale of one village, was not a relevant solution of rural electrification, in the sense of public service.
* The simulations demonstrated that only the interconnection solutions to the regional grid allow the viability, more particularly to reach a target bill of 1500 FCFA monthly per household (MV connection ratio of 2,5 up to 5 km for 1000 inhabitants gathered together, depending on the financing conditions and with the condition that the imported energy do not exceed 50 FCFA).

The construction of “attraction circles” proportional to the villages size allowed to bring out the priority investments of “repartition” MV lines in each country.
This investment strategy leads to a dynamic investment planning of the transportation systems (national and regional investments against charge) and the LV grids, coming under local developers.
