Description :
The ADER of Mauritania is in charge of the rural electrification programme of the Mauritanian Government. IED has been selected as the technical assistant to ADER

Description of the Actual Services Provided Following tasks were part of the mission:
• Suggest and assist in the implementation of an institutional and contractual framework to electrify 7 500 households in Trarza and Adrar – as a model to be subsequently replicated;
• Provide a choice of technical supply options and tariff structures. Three options have been retained : mini grids with simplified norms (diesel generation or connected to the utility grid), solar PV and wind. Tariff structures must accommodate concerns both for economic viability and technical and social imperatives of a quality public service for all.
• Capacity strengthening of ADER : Training and definition of personnel profiles are key assignments. This includes not only technical skills but the objective of developing an institution per se.
• Formulation and establishing financial control instruments
This is ensured first and foremost through the setting up of accounting procedures, including official auditing procedures.
On a more general note, the development of managerial capabilities is a key objective of the TA.
