Description :
The Government of Congo has requested the International Development Association (IDA) to provide finance for the power/water systems rehabilitation/upgrades and access expansion under an infrastructure project. The energy component may consist of the two main activities: (a) rehabilitation, strengthening and expansion of electricity systems in urban and rural areas; and (b) sector reforms/ policy support for the energy sector.
The objectives of the assignment was to assess the existing barriers and the general viability of applying RE/solar PV for priority rural public institutional applications.

Description of the Actual Services Provided The specific tasks assigned to IED included:
* assess barriers for PV as a rural electrification option
* identify and analyse strategic issues in the planning and execution of renewable energy investment, TA, capacity building, and M&E (monitoring and evaluation) programme under the project;
* assess the policy environment and GoC coordination needs for renewables market development and project design;
* recommend RE activities and next steps, if applicable, and prepare estimates of likely project investments for solar PV and other RE systems for large public institutional customers, and corresponding economic and commercial justifications
