Baseline survey, monitoring and Evaluation Framework and Hydro Market Development Strategy

Description :
The project has four main activities:
(1) Develop a Baseline Database – develop surveys, design database and select 10 localities to conduct socio-economic surveys. Carry out a series of analysis – load forecasts etc. The overall objective of the the baseline database is to create a standardized database with baseline information that fully characterizes the potential users of electricity from renewable energy systems.
(2) Establish a framework for Monitoring and Evaluation of the overall programme. The information collected and the indicators adopted in the date base will be used as monitoring and evaluation instruments during and after implementation of the Project.
(3) Develop a (pico and micro) hydro development strategy at the National level and identify 5-8 sites for pipeline project development. The current experience with household and village scale hydro projects will be assessed and a strategy for hydro projects with capacity smaller than 5 MW and is of the run of the river type will be proposed.
(4) Project co-ordination and reporting. Weekly progress reports are submitted to the client and posted onto a programme website.
For the baseline survey 10 localities have been selected on the basis of the following criteria:
a. high potential for micro hydro power
b. high demand
c. not electrified
d. household size between 500 and 5000
e. representative for the areas it is conducted
f. accessibility
The regions selected for the above are Oromia, SNNP and Amhara representing an area with 82% of the Ethiopian population.
For the third activity site visits have been conducted in the following hydro potential sites:
- Walga, Jimma zone, Oromia
- Kosa, Demi and Atnago, Jimma zone, Oromia
- Gera, Jimma zone, Oromia
- Kachisi, West Shoa, Oromia
- Mekane Yesus, Sire, Oromia
- Sasiga, East Welega, Oromia
- Dila Gogola, West Welega, Oromia
- Getachew Plantation, SNNP
- Tsige Maryiam, Benishangul

Description of the Actual Services Provided IED is responsible for the project co-ordination (4) and the development of the activities (1) and (2) described above and also provides support to the development of activity (3).
