Description :
In the West African countries, high prices of electricity, unreliable service, high consuming industries as well as renewable energy resources that are not sufficiently exploited are barriers to economic and social development.
The growing of Energy Efficiency (EE) and Renewable Energy (RE) markets can be an answer to these challenges.
AFD and the EU-Africa Renewable Energy Cooperation Program RECP, have been exploring these fields through an EE and RE market assessment and projects identification in 4 of the WAEMU countries (Senegal, Burkina Faso, Ivory Coast and Mali) carried out by IED and Eurekal. There is a number of EE and RE Projects that may be financed in the short term and further projects may be developed.
AFD is considering the implementation of an innovative financing scheme in order to boost the market and mitigate the risks inherent to this kind of projects: A concessional financing and guarantee mechanism (Credit line) intended for regional banking institutions associated to capacity building programs.
The program operates as a support tool for promoting the credit line: it provides technical and capacity building services to banking networks and facilitates the development of new projects.

The Workshop main objective is the mobilization of the regional banking networks, the national economic actors, and regional and international institutions, in order to :
• Present results of the previous study and the proposed financial scheme
• initiate discussion between AFD, the regional banking networks and institution
• preliminary assessment of the regional banks interest

Description of the Actual Services Provided The workshop takes place on 21 and 22 November 2013 in Lomé, Togo at conference room of the West African Development Bank.
IED and EUREKAL involvement in the project is :
* Organization of the event:
- Program definition and event agenda
- Preparation of the event's presentation materials
- Establishment of the guest list
* Logistics of the event (hotels, travel, conference room, etc.).
* Workshop animation.
* Presentation of EE and RE market assessment and the projects identification in 4 of the WAEMU countries (Senegal, Burkina Faso, Ivory Coast and Mali).
