Description :
The rural electrification development appears among the priority objectives of the Senegal Government which considers the electricity access as a major tool to fight against poverty. It is the reason why, the institutional framework put in place in 1998, aims, with the ASER creation, at a more important electricity penetration in the rural areas villages. Two main axis structures this new strategy :

- The erection of the private sector as a main actor of the rural electrification within the framework of a public/private partnership.
- The adoption of the concept of electrification concession as the implementation framework of the rural electrification priority programme (PPER), with the possibility to support the local initiative projects (ERILS projects) initiated by the local authorities, the consumers associations, the villagers communities and the local operators.

Description of the Actual Services Provided In this context, the objective of the study is twofold :

- The redaction of a procedures manual for the attribution of a rural electrification concession (Tome I) or licence (Tome II) in Senegal (projects called “ERILS”). The manual presents in detail the ASER missions and organisation, as well as the procedures that govern all the relation before, during and after the obtaining of a rural electrification concession or licence between the ASER, the CRSE, the energy Minister, the concessionaires or licences holders, etc.

- The formulation of the ASER institutional needs, reinforcements, diagnosis and the formulation of an appropriate actions plan.
