Description :
The project objectives are i) to analyse different organisational, financial and technological options, which target to increase the access rate to electricity in Niger from 5 % to 25 % for the period 2002 - 2020 and ii) to propose an action plan to attain the target.

Description of the Actual Services Provided Expected results are:
1- Elaboration of institutional framework including:
- definition and setup of the planning and management structure for country’s rural electrification programme;
- preparation of regulatory proposal texts for the rural electrification programme;
- establishment of an investment plan with corresponding financial and economic analyses for each region;
- proposition of financing mechanisms for the rural electrification programme.

2- Development of a Rural Electrification Master Plan including:
- selection criteria and choice of the localities to be electrified;
- identification of the eligible villages to the electrification;
- definition of the technological options suitable for each area;
- planning of the electrification programme for short, medium and long terms;
- design of the distribution networks and restitution of the suggested network schemes on digitalized maps;
- environmental impact assessment of the approved solutions

3- Socio-economic study of the market of the rural electrification including:
- demand forecast and analysis for non-electrified zones;
- critical evaluation of electrification in rural and suburban areas (analysis of existing installations in partially electrified zones);
- evaluation of the electricity market by 2020 and definition of this market segmentation
- definition of the key parameters justifying consumption in the various segments and the various rural and suburban zones, as well as the evolution of these parameters.

The project also included the development of a graphical interactive software used for distribution network planning and development.
