Description :
The objective of the consultancy service is to define and elaborate manuals of procedures for the provision of authorisations and licenses for the provision of rural energy services managed by the Rural Electrification Agency in Mali (AMADER) and specifically describing (i) the set up and legal framework of the rural power sector in Mali, (ii) the procedures for allowing private operators to install and operate rural electrification systems with investment costs largely financed by subsidies, (iii) the documents to be used in the process, ranging from information leaflets to contract documents, (iv) selection criteria, (v) the procedures for follow-up activities. The identification of strengthening measures for AMADER, the institution in charge of rural electrification, is also one of the tasks.

Description of the Actual Services Provided The manual will be used as a core reference for all the actors in the rural electrification sector.
The service will include in particular the following main activities:
* The institutional framework and organisation of the rural electrification sector in Mali, specifying the roles and responsibilities of each of the relevant institutions.
* The procedures required for an operator, community, NGO, etc. to obtain a permit / license to act as an energy service provider. Clearly defining, step-by-step, each of the actions required, the eligible criteria, the means available, the eventual partnerships required, the documents needed together with an indication of the time required for each of these tasks and possible bottlenecks and ways as to remedy them.
* A methodology on how to evaluate projects, prepare terms of references, to launch a tendering process, and negotiation etc.
* The procedures of regulation / control / evaluation of the projects during installation and operation.
* The procedures (step-by-step guidelines) needed to be followed by interested operators bidding for a specific rural electrification tender – including documents required etc.
* The range of application forms needed;
* The methods and means of how ensure the follow-up and control of the decision process and contractual engagements with the selected operators.
* An analysis of the internal capacity required within AMADER including a definition of the profiles / expertise needed for specific job posts.
* Defining a capacity building / training programme to reinforce the internal competence of existing staff, confirming to the profiles / expertise required for the above specific posts.

IED provided the full consultancy service and executed all of the activities in the assignment.
