Description :
The general objective was to extend electricity services into rural areas that will not be covered in the Power Utility’s (EEPCO) 10-year grid and off-grid system expansion plan. The off-grid rural electrification program was justified by its potential contribution for the socio-economic development of the rural areas of the country.
The specific objective of the master plan was the development of an off-grid rural electrification plan for the country. The master plan identified and prepared an optimal off-grid rural electrification plan for extending services to such areas.
It developed least cost development plan for off-grid rural electrification
It proposed a phased action plan and investment requirements

The overarching objective of the consultant was to provide quality assistance to the Ethiopian Rural Energy Development and Promotion Center with the establishment of an output-focused and client-oriented Secretariat of the Rural Electrification Fund (REF).
More specifically, the assignment aimed to assist the Rural Electrification Fund (REF) in launching all necessary activities: (i) to meet the Fund’s strategic objectives; and, (ii) to meet its immediate performance indicators as defined in the project documentation for the Energy Access Program and the Renewable Energy Program (GEF project brief), and its Operation Manual.

Description of the Actual Services Provided 1) The range of services provided for the Off-Grid Rural Electrification Master Plan Study include :
- Evaluate past and current rural electrification programs
- Document the current electric service infrastructure
- Document key rural demographic and infrastructure data
- Assess demand for electricity services in rural areas
- Develop an off-grid rural electrification strategy
- Formulate an appropriate methodology for planning
- Formulate criteria for ranking and sequencing settlements and services for electrification
- Prepare an indicative off-grid electrification plan
- Develop or adopt generic low-cost designs for off-grid technologies
- Conduct financial and economic evaluation of the plan
- Conduct consultation workshops for stakeholders
- Conduct formal and on the job training for staff of the EREDPC (Ethiopian Rural Energy Development and Promotion Centre ) on RE planning methodologies
2) The range of services provided by IED for the Implementation Support activity are :
- Preparation of detailed work plan
- Set-up of administrative and procurement system
- Preparation and adoption of clear procedures for investments and technical assistance
- Formalization / streamlining of work arrangement with the trust agent
- Facilitation of private sector involvement
- Initiation of client-based technical assistance activities
- Establishment of database and information systems
- Development of training programs
