Description :
The objective of the study is to assist Cambodian institutions and international donors in the structuring of a financing mechanism to meet Rural Electrification Enterprises (REE) needs in terms of financing conditions and foster investment in rural electrification. The proposed schemes aim at increasing tenfold the volume of financing available to REE.

Description of the Actual Services Provided The first part of the study is dedicated to the analysis of the financial needs of the REE and of banking sector, in order to support donors and especially AFD in the definition of a financial offer that will meet both REE needs and banks requirements.
The second part deal with the institutional framework, analyzing the measures to facilitate the RE expansion and REE investments on a larger scale
The third part provide concrete recommendations for the implementation in a short term of a pilot credit facility granted to banks to finance REE investments.
