Description :
The goal of the proposed Small Hydro Program for “Greening the Tea Industry in East Africa” is to reduce the electrical energy in the tea processing industries in countries covered by the East African Tea Trade Association (EATTA) while increasing supply of clean power, enhancing its reliability and reducing Greenhouse Gas emissions through the removal of barriers. This will substitute for expensive and unreliable electricity from the grid and diesel backup power.
From the 177 tea factories identified in the region as members of EATTA, only 12 had installed hydro equipment, generally old, for their power needs. 19 new sites in the range of 0.3 to 5 MW have been identified and studied by the project near tea factories in 8 East African countries.
Specifically the project aims to establish 6 Pilot Mini Hydro demonstration projects in at least 3 of the EATTA member countries, preferably with an attached rural electrification component, and to study the potential for replication in the region.

Description of the Actual Services Provided The key tasks of the Lead Pre-feasibility experts have been to carryout:
1) Assess the hydro potential for tea factories in 8 East African countries (EATTA members) and the financial capacity of private/state companies through 8 national scoping studies.
2) 19 pre-feasibility studies on small hydro in tea factories located in 6 EATTA member states.
3) Participate in regional workshop on small-hydro in the tea industry and present findings of scoping and pre-feasibility studies.
4) Select 6 sites for detailed feasibility studies and further pilot project implementation.

More particularly, IED has undertaken the following sub-tasks:
1) Develop criteria for selection of demonstration projects, to be reviewed by EATTA, AFREPREN/FWD and UNEP/DGEF
2) Prepare inventory of existing/pending initiatives, analysis of persistent obstacles in order to identify how policy, technical, information and financial barriers need to be addressed;
3) Identify prospects for Rural Electrification schemes attached to demo projects and future Small Hydro Power Investments in the region’s tea industry.
