Description :
V.N.F (D.I of the Seine basin - Champagne District) is the owner of a HPS (2 MW) in the edge of the channel of Oise to Aisne on the territory of Bourg et Comin city (51)
This power station, with stops supplying since December 2005 (but nevertheless essential to the operation of the channels) has vocation to restart as soon as possible.
The energy which was produced (by EDF) was initially consumed on the site before being given on the 20 kV network.

Description of the Actual Services Provided TECHNICAL AUDIT OF THE HPS:
The services required by VNF owner comprise three distinct aspects:
- One relating to the visit (in the presence of the operating staff) and the description of the general state of the construction work, since the hydrant to the tail-water canal in Aisne river,
- The 2nd relating to the definition of the investments and the relative costs of operation and maintenance of the HPS in the event of prolonged stop or of handing-over under short-term operation under the former technical conditions,
- Finally the last part which examines the possibilities of optimising the HPS by increasing its electrical production, and to define the investments necessary and their financial impact on the operation and maintenance costs.

ASSISTANCE TO DETERMINE THE LEGAL FRAMEWORK FOR THE HPS IMPLEMENTATION.
Following the technical audit, 4 particular points have been entrusted to IED:
- Assistance for the regulation of the administrative procedures: network connection and electricity tariff.
- Assistance to the development of the operating contract between the future smallholder and VNF, including the definition of the operating instructions (installation running, management of the water levels, hydraulic and electric consignments, obligation rules…), the setting of the electric production targets and the mode of profit-sharing with the smallholder results.
- Establishment of an economic and financial study relating to the renovation of the Power station,
- Assistance to VNF in the process of acquisition, programming and start-up of an IPA industrial Programmable Automat (Drafting of the TOR, commissioning, tests in factory and in the power station)
