IED advise in the definition and elaboration of energy efficiency instruments on various levels :

- National (Agencies and authorities responsible for energy efficiency policies)
- Supranational (European Commission).

Studies on energy efficiency potentials : technical, economic and commercial ;
Structural market studies : relationships between private and public actors,
constraints, barriers to the development of cost effective solutions.

Policy recommandations
Regulatory and legal instruments, norms, standards ;
Economic instruments : energy tariffs, taxes, economic incentives to manufacturers or users ;
Financial instruments : financial solutions, creation of dedicated funds etc. ;
Information and training to the various market actors ;
Definition of the structures and means necessary to establish an energy efficiency policy,
micro and macro economic analysis

Studies on the potential energy savings in the French local authority “Vabre”,
in an Industrial Park in Morocco, in the textiles sector in Vietnam,
in the services sector in Côte d’Ivoire and Syria, etc. ;
Assistance to the French Agency for the Environment and Energy Efficiency
Management (ADEME) in the development of a methodology framework
to evaluate Demand Side Management actions ;
Studies to develop energy efficiency labelling (air compressors,
washing machines, air conditioning, domestic heating) ;
Development of an emergency programme and of a long term
National Action Plan towards energy efficiency in Burkina Faso.
